Our plans to update our governance, without changing what we do.
Malvern Hills Trust is the working name of Malvern Hills Conservators. We are a small charity responsible for looking after the Malvern Hills and Commons so everyone can enjoy them.
Malvern Hills Conservators was created by Act of Parliament in 1884. Four more Acts followed in 1909, 1924, 1930 and 1995. The organisation registered as a charity in 1984 (charity number 515804) and adopted the working name of Malvern Hills Trust in 2017.
Together, these Acts set out what the Trust must do and what powers it has.
Today’s world is very different from that of 1884.
The four subsequent Act were passed in response to new challenges but some parts have now become difficult to follow and are out of date. A further update is needed but the time has come to bring everything together in a single piece of legislation.
Creating a new Act is the only way to change the existing Acts.
Since 2014, the trustees have been considering how to improve the Trust’s governance so that it can work more effectively in the future.
The Trust held public consultations on its proposals in 2019 and 2024, reviewed the responses and used them to help shape the Bill. More details about the consultation results can be found here.
The Malvern Hills Bill was deposited in Parliament in November 2024.
The Trust aim is simply to make sure the Malvern Hills and Commons can be cared for effectively for the next 140 years by trustees with the right skills and knowledge to manage this important national
What the Trust is here to do
The Bill does not change the Trust’s duty to look after the Hills and Commons and keep them as an open space for public recreation and enjoyment. For further information see Why the Bill will not affect public access.
